We are setting up a new database of experts and we want to hear from professionals with relevant academic or practical experience. Selected experts may be involved in ELA’s work through training, legal advice, analysis and more. 

Duration of the call

This call is open for five years from the date of publication on ELA’s website. Experts can register at any time during this period. The database will remain valid throughout the full five-year duration. 

What experts may be asked to do

Experts in the database may be invited to provide services such as: 

  • delivering specialised training sessions
  • developing custom training programmes and learning resources
  • preparing reports, analysis and expert opinions
  • offering legal expertise in areas relevant to ELA’s mandate
  • supporting the implementation and promotion of ELA activities.

Experts will be compensated with a daily or half-daily fee, with travel and accommodation costs reimbursed when applicable. 

ELA may expand the scope of expertise over time to include additional or cross-cutting areas aligned with its evolving work. 

Who can apply

This call is open to individual experts (natural persons) who are: 

We are looking for experts with:  

  • relevant academic and/or practical knowledge and expertise in the field of EU labour mobility, including the legal areas (coordination of social security systems, posting of workers, free movement and social aspects in road transport and other related legislation) and also tasks of the Authority (capacity building, inspections, mediation, analysis and risk assessment, undeclared work, etc.) or
  • relevant legal expertise and professional experience in horizontal EU legislation applicable to ELA.
  • Proficient in English language skills, both written and spoken.
  • Experience in performing the tasks described in the call.  

Minimum requirements: 

  • at least five years of relevant professional experience
  • proficiency in English (C1/C2 level)
  • experience in performing tasks outlined in the call.

Please note: ELA staff, management board members or alternates, and employees of EU institutions, bodies or agencies are not eligible to apply.

What happens next

Submitted applications will be screened at regular intervals to ensure that the minimum eligibility criteria are met (namely five years professional experience in the field and proficient command of English at C1/2 level). Applicants who do not meet the minimum eligibility requirements for further selection will be informed.  

Subsequently, ELA will contact you only when the need for your expertise arises, to discuss with you your potential contribution to a specific assignment or activity. Your availability to provide the requested services shall be confirmed for the specific assignment/activity, including the corresponding dates and the tasks to be performed, the fee and reimbursement, as stipulated in the EU Expert Contract to be signed. The Officer in charge will be your contact point until completion of the activity.
