Due to its complex regulatory framework, road transport is highly susceptible to undeclared work.

Enforcement of legislation is difficult and provides conditions which allow undeclared work to emerge. The EU and national-level regulations are in place to prevent labour law and social security infringements, but they are not always effective.

Innovative inspection tools, such as the tachograph, the digital scanner, and the CMR, can help enforcement bodies better understand and prevent undeclared work in the transport sector. Training is necessary to develop the necessary skills to use these tools effectively.

This webinar will provide a wider dissemination of the lessons learned from the peer learning dialogue on “Approaches tackling undeclared work in transport of goods by light commercial vehicles (LCV)” (May-June 2022) and from the thematic review workshop on ‘Tackling under-declared employment through innovative approaches’ (October 2022), as well as from the Platform seminar on ‘Tackling Undeclared Work in the Road Transport Industry’ (June 2018), with a specific focus on liability legislation, due diligence and ‘innovative’ tools to track undeclared work in LCVs.
