Member States and national SOLVIT centres can refer disputed individual cases of application of EU law in areas covered by the ELA Regulation to the Authority for mediation after failing to solve them by means of direct contact and dialogue. ELA can also suggest mediation on its own initiative. 

The aim of mediation is to reconcile divergent points of view between the Member States and to adopt a non-binding opinion. 

Service users: 

  • Public authorities of the Member States at local, regional and national levels 
    (Ministries, Labour inspectorates, and Social Security Organisations). 
  • National SOLVIT centres can also forward their unresolved disputes to ELA for mediation.
